Need help got a 2.0 gpa?

i just finished high school and i got a 2.0 gpa, i'm kuwaiti and am in kuwait. i really wanted to get into civil engineering but the universities here require a 2.5 gpa or cost way to much for me to afford, what is the best thing i can do right now to ensure i have a successful future. i really didn't find what i would like to work yet but i would like some thing that will provide me with good income.
