Was the War in Iraq more about payback and oil than fighting terrorism?

We all know that terrorists tried to take out George H.W Bush back in '93 when he visited Kuwait to commemorate the allied victory in the Persian Gulf War. That, combined with Saddam Hussein's refusal to let UN inspectors check for chemical weapons and then the terrorist attack on NY, PA and DC created a perfect storm for some payback. Was Bush being sincere about fighting terrorism, or did he do a Jedi mind trick on the American people?
