Ticket for no auto registration?

I was stopped by a Va state trooper for a seatbelt violation. At first I couldn't find my registration card and was told I would be also cited for such, but finally located it before I was asked to sign the citation. I was told that I i must sign the " no registration" citation anyway but the Trooper said to " disregard this ticket" and he wrote on it " compliance of law". Today I discovered by accident that this charge is still pending. I called the courthouse and they said it was up to the officer to Null Process the ticket. I called the officer and he said he has no power to stop the charge from going to court and that I will have to pay court costs if $61 even if I go to court to explain that I was given a citation for absolutely no violation of law Is it true that I will have to pay court costs for a ticket I should not have received and for which the officer himself told me to disregard? What if I hadn't accidently found out that this charge was pending and didn't appear in court or pay in advance? I believe I would get my license suspended for nor showing up to court
