Why does 90,000.00 have 7 sig figs?

I understand why 9 and the two zeros after the decimal are sig figs..but why the zeros in between? I thought zeros before the decimal were not sig figs, and even though they are btwn two sig figs, it doesnt apply to them because the number has to be a nonzero. please help?
