Why is slinging a noose over a tree limb considered by some to be a hate crime?

Nothing in the noose. Just a noose. Is this a hate crime as far as you are concerned? Is it an exercise of free speech? Saddam Hussein swung by a noose and I did not hear anyone yelling that it was a hate crime. Let me know your feelings with some ysis, no emoting.
